What is the meaning of this bar, we already know the time to complete is 12 months

how do you know that? no more "we strive to approve 80% of applications within 6 months or less timeframe..?"

That's not a thing. It's been a 12 month target for inland and outland for years. https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-processing-times.html

I wonder how much it cost to come up with this ?

It will not make your application process faster. Just a graphic display showing where you are
at and the estimated completion date. I think most applicants are well aware of this and the
processing times are listed on the IRCC website.
They should include in their bar a ' Pot of Gold ' at the end of it ......Then it might be worth something!

1 STEPS for linking PR application (Assuming you have UCI number for the Principal Applicant)

Step 1: After you click on "Link a paper application" form

Tell us about the application
Category: Permanent Residence
Sub-Category: Family Class (Spouses)
Please select one: Application Number & Unique Client Identifier (UCI)
Application Number: Enter Application number from the AOR email.
Unique Client Identifier (UCI): Enter Principal Applicants UCI (IMP: NOT Sponsors UCI. PA's UCI. AOR email has Sponsors UCI)

Applicant's personal information
Please Select one: Passport - Enter Principal Applicants passport details (add exact details as on Principal Applicants passport)

Other Application Information
Province: (add the same information you wrote on question 5 of form IMM0008)
City: (add the same information you wrote on question 5 of form IMM0008)
Marital Status: Married (Of course )
Number of family members included in this application: 2 (1 Sponsor + 1 Principal Applicant) Add 1 more for every dependent

So just to confirm what I thought, this is directly from google chromes inspect feature:

My current value is 29% complete and I'm 105 days into my application. 105/365 = 0.2876 or 28.76%.

This confirms that the progress bar is simply a day by day clock if anything that ticks along with your application until it hit's the 100% mark on the 365th day of your application.

In summary, it's 100% useless.
