I want to share my experience of a recent call to CIC customer service regarding the 2017 intake of Parents and Grandparents Program, and ask your opinion about some related stuff.
I called CIC last week regarding Question 9 of IMM 5678.
My Question - Assuming CIC will publish a Minimum Necessary Income (MNI) for 2015, my
question was if the annual incomes from 2013, 2014 and 2015 each has to be higher than the
MNI of 2015? I called this Case 1.
Or
will each of last 3 year's income be checked against the corresponding year's MNI, like -
Sponsor's Income 2013 > MNI 2013, Sponsor's Income 2014 > MNI 2014, and Sponsor's Income 2015
> MNI 2015 ? I called this Case 2.
Answer by CIC agent: Case 1. He also said - if the
corresponding year's MNI were to be used, then in Question 8 there would be 3 boxes, one for each
preceding year, unlike the one (1) box that is there for the comparisons.
I am ineligible to sponsor if it is Case 1, since my 2013 income is likely lower than the MNI for 2015.
However, every single time this issue has been raised in the forums here, it seems that Case 2 is what the CIC uses. These forum posts include:

1. CIC is using the test for financial eligibility differently for 2017; or
2. CIC agent has given wrong information.
On the flip side, is there anything written anywhere in CIC literature that states, or even implies that Case 2 is how the financial eligibility is tested?
