Cic is asking to pay residence fee

I am under Alberta h1b category. I have got my Medicals done for cic. Today I got a email that you need to pay right of residence fee for u an ur spouse. My question is I think I already paid it when I initially applied for cic?

Why is it asking for second time?

First time you paid 550 for you and each dependant (150 for kids). This time it's 490 for each applicant except kids. It's the second and last payment.

What was the 550 fee for? I think that was the residence free? Wasn't it?
