They probably just want to cover their butt, so that they don't get complaints and their stats look good ("oh, look, all/most of the applications get processed within the posted time frame").
Then again, this is typical for a government institution. When I worked at the government, we would tell the customers that X takes Y time. It never took even half of it (unless the application went missing) but that way we didn't get 2345 phone calls a day with respect to status and when it came to assessment of our office, our manager could always report that we're efficient and things move along quite well.
 
I agree with canusa13. Probably just trying to look streamlined, we'll just have to see if it changes any timelines. If the Outland 2015 spreadsheet wasn't behind it might be easier to do so. Interesting for January applicants! And we December folks.

Yes i check everyday and every min lol
Me the sponsor shows in process and him the sponsored person (my hubby) shows medical received and application received - nothing stating his file is in process ??? So means his file us still in mississauga

This is crazy !!!

This is terrible news! So if the comment above was correct, and it really takes them 10 days to do SA, (50 days of waiting), then really the total time would be 18 months+50 days, so really we can expect about 20 months!!! (Because it only refers to including the 10 days it takes for SA)

For anyone who's country specific time stated less than 20 months, this is absolutely heart breaking :(

Really hope that the new year and quotas being re-set to 0 will help all of our cases!
 
I'm wondering if this new format has anything to do with the refugee crisis?

Are they being 'vague' because they will be processing inland refugee applications? That way, no-one knows the published processing time for their Visa Office and can't complain if their file is over the published timeframe??

Maybe I'm being cynical but it makes me wonder...

For inland I think it's good. For Outland, it's suspicious. How can every countries processing time suddenly be 18 months.
 
I think it is just a gimmick. Most of of files are processed within 12-16 months. By saying the average time a 18 months in general will help improve their stats and an eye wash to the public. Not many thing will change at ground level.
 
It's just a way for CIC to get applicants from their back, in plain language : "its long process, so don't bother to contact us"
