If it doesn't work just do a search for document "Permanent Resident Applications Processed Abroad and Processing Times" I think it's updated quarterly.

In the spreadsheet select category "spouses and partners" from the drop down menu (or whatever category you want) and you can see tons of stats from each visa office in the various tabs on the spreadsheet. In addition to 80% processing times they will also show 20% and 50% times (50% would be more an "average" of that visa office) as well as total number of apps that visa office processes, accepts and rejects per year.
 
I really don't think it means the shorter times will take longer now. I think they're just being extra vague and non-specific.

Aside from the SA process and being able to know when to start calling if you are running behind, I always found the spreadsheets for the applicants visa office the most reliable thing, as well as the monthly threads. I don't think there's anything in the new processing times that should change that...it's the real time reporting by people in this community that tells the most complete and accurate timing of what's really happening.

Just to be clear, there is no cap for common-law apps either right? Do you know if there is a cap on family class at all (parents/non-spousal)? I've never been aware of this and not sure where to read about this specifically.

Cap /= quota. They might have a quota to fill every year but they wouldn't have an outright cap.

I clicked by mistake on a link one of the nice fellas here has in his/her profile, for people like me who missed this 2015 spreadsheet, i suggest to look up the instances of ur country in the huge chart and turn the numbers and the dates into an approximate processing time for ur own application. After all CIC can put 18,000 months of processing time on their website to cover their butts from criticism, but what matters at the end is the real life time on the ground, that's what the charts here r for:

This'd be lot more awesome if it had been updated since March 2015, but hey. Still pretty awesome to see THEIR facts. And where they get the 18 month thing.
 
Either that or the refugee crisis is gonna make us pay the price, lets hope it's not the latter.

Agreed! I do feel for their situations, but 18 months is too long to wait to be reunited with your spouse.

Maybe CIC thought to pass on some files from some VOs that took longer to process them to some VOs that have less files on hands, this way speeding up the process? Not sure if it's possible though.

But why giving us an average processing time? Then maybe they shouldn't tell us where the VO will be for each individual, and keep all files in Mississauga. Then they can say it will take 18 months for example for outbound files.
