You don't need to apply a refund incase u want to re-apply for study permit ,the same GIC can be used for any college or university
Moreover u can save on conversion charges.

First check dollar conversation rate from your bank. If you use CIBC for GIC u can save 8-9 kThere is quite a big difference in Any bank exchange rate and CIBC as difference is in 25000 INR for 10000CND GIC.
For example
for 10K CND GIC, ideal currency in INR is 560000INR (SBI shows 55.4 currency rate). But CIBC shows 585000INR as final amount for GIC so almost 25K INR more compare to currency conversion. Now 25K is really big amount for GST and transfer commission. Specially when CIBC claims that they have zero program fee and service fee.
