Hi there, can anyone help me with my query? My and my wife are based in Dubai both have PRs already. My wife will be delivering next month in Dubai. Is it possible if I can fly to Canada, start the child's PR sponsorship and leave from Canada back to Dubai, and we all fly back as a family once all of us are PR.
You are expected to stay in Canada for the sponsorship process. So short trips to Dubai are okay but PR application can be cancelled if you don’t live in Canada during the process.

Thanks for the response. so I think my only option would be to apply for a TRV . What are the alternatives if my TRV gets cancelled?

You can apply for child’s TRV and it may or may not be approved especially if both parents are outside Canada. There are high rates of refusal because should be sponsoring child. Make sure you have a year of health insurance for infant because not eligible for provincial health. Do you meet residency obligations?

Do I have to get the health insurance while applying for the TRV? yes both the parents meet the residency obligations. Incase the TRV gets rejected is there any alternative option to take our child with us to Canada. Because I don't have option to leave them behind. Our residency situation is already complex because we are from India and Pakistan and the only option for us is to stay in Dubai and if I move without them they can't stay in Dubai for long, so we have to travel together.

If you don’t want insurance then don’t but will pay out of pocket, if you can even find a doctor. If TRV gets rejected then can apply for TRP but again may be refused. One parent must be in Canada to start sponsorship process and no way around it. So if refused, you come to Canada and apply. You will have to make arrangements for spouse and infant to move somewhere else during processing.

so there's no way around it ? a part from moving somewhere else during processing?

Wanted to clarify that in some provinces child will be covered by provincial health insurance so would verify the eligibility requirements for the province where you intend on settling before purchasing emergency travel medical insurance.

Not contradicting this point but as a small addition to keep in mind: currently provinces can also have slightly different periods in which the provincial coverage takes effect (typically either three months or immediate), plus the question of whether one can get the paperwork filed immediately or in what period. (Coverage may be immediate from date of presenting paperwork or back-dated to arrival, but ... unpleasant to have to deal with that in event of an urgent issue).

Which is to say: emergency travel insurance at least for a short period (eg one to three months) for a young child may still be a good idea.

On the other side, 'routine' doctor's consultation at a walk-in clinic may be out of pocket, but at least not outrageously priced. (IMO).
