Can a Canadian citizen pass Canadian citizenship to a child born abroad out of wedlock?

Being born out of wedlock not really relevant if that Canadian citizen can prove categorically that they are one of the biological parents to the child in which case the child subject to these guidelines below would could be considered Canadian.
