Sponsoring my Nephew?

Can I sponsor my nephew he is 15 yrs. old my parents taking care of him since birth and he was born out of wedlock, his not acknowledged by his father on his birth certificate and now my sister got a new family of her own.

Is it possible under the family member class? I'm a Permanent Resident here no family member here in Canada, I'm single with no kids.
Pls anyone can help me.. Thank you so much...

The only way to sponsor him would be to adopt him. However to adopt him, both of his parents must be deceased. Both of his parents are still alive so the adoption won't be accepted for immigration purposes.
