If you are a tax resident and you have considerable tie with Canada, you are qualified for Child Benefit and GST return too. This is my experience 20 years ago, I called CRA and they sent me some forms to fill and then they decided that we needed to finish tax returns for the time we were out and they sent us all benefits. As my understanding, you kid out of Canada does not affect your right to receive Child benefit. The benefit is for the family to raise kids, doesn't matter where the kids are. But you call CRA to confirm this.
