Child benefit is for tax resident, you don't need to physically be in Canada. That means you will have to deal with tax with CRA every year for your world wide income. If you are a tax resident and you have considerable tie with Canada, you are qualified for Child Benefit and GST return too. This is my experience 20 years ago, I called CRA and they sent me some forms to fill and then they decided that we needed to finish tax returns for the time we were out and they sent us all benefits. To be a tax resident or not, it actually up to you, at least the guy I called informed me this, to click as much as possible ties or not.
As my understanding, you kid out of Canada does not affect your right to receive Child benefit. The benefit is for the family to raise kids, doesn't matter where the kids are. But you call CRA to confirm this.

To get Child benefit, your kid's SIN is needed...but reasonable to ask CRA, they could pay you (Legal PR parents paying tax) back from the kid's birth month once the kid get the SIN.

This isn’t correct. Normally your child must be with you in Canada. There are certain exceptions but it is up to CRA to determine whether you still qualify for CCB while outside Canada.

If you are going on a short vacation that shouldn’t be a problem but in general CCB is help to offset the cost of raising a child in Canada so the child needs to be in Canada. I would contact CRA with the details of your planned travels so they can determine whether whether you qualify. Much easier than receiving CCB incorrectly and have to repay CCB back to CRA with penalties. Would add to have your child’s healthcare covered they have to meet the RO to qualify for healthcare in that province which can vary between 6-12 months for the first year in that province. Otherwise you can be asked to pay back any healthcare your baby used. You also have to meet the residency obligation to qualify for healthcare although
the residency obligation to qualify for healthcare is more lenient after the first year.

This was my experience 20 years ago. CRA confirmed we could get CCB if we were tax resident, even if we were absent during the time. I don't know if they change the rule or not, call CRA for rules update.

Child benefit has gone through many iterations since then. People also travel more frequently than people used to and we have a higher number of immigrants. Many things have changed over the past 20 years.

If you actually looked at what I posted when someone has been living outside Canada for 3 years and had a child during that time while abroad they are extremely unlikely to qualify for CCB. The child has never been to Canada nor has status and the father hasn’t lived or worked in Canada for 3 years. So no, I’m no wrong. The general purpose of CCB is to support children living in Canada due to the high cost of living in Canada.

You are cherry picking the quote. If you read the whole page you liked you have to be determined to be a factual by CRA then you can retain CCB. The majority of people leaving Canada for long periods of time cease to be factual residents.

To be or not to be an factual resident is very tricky. Mostly it's up to you when you answer the question, and PROPER answer make you yes or not.
I am not kidding. Yes, 20 years ago when I returned, I was asked to do this, and my call to CRA, a nice guy clearly told me if I wanted to receive CCB, just not to choose some option.
Yes, you choose to be and you are. And of cause you need to file your tax return for your world income for the period. That's my experience for CCB.
