There is no restriction on movement of sponsor who is citizen of canada. Is my understanding correct? Guys, pls confirm.

Yes as long as the citizen can provide proof if asked that he or she intends to settle in Canada Permanently after the spouse receives a PR.

Yes ! you are right, but Canadian citizens out of Canada just have to assure the visa officer that he or she will be settling down in Canada after their spouse will get visa.
