Bro it depends on present address. like

if A is from Punjab but he/she is currently living(present address mentioned in visa application) in Delhi then his/her case will be processed by chc Delhi office.

But if A is from Punjab and currently living in punjab then his/her case will be processed in chc chandigarh.
