charged with dui, been withdrawn, 4 months in and still waiting for PR!!!

had an incident Feb.2014 and was charged with DUI...early march 2014 CIC requested medical for CEC PR application...same month PR was ok and got my visa and CoPR...27 march 2014 did finger printing as required by police...June 2014 was asked by CIC to return passport and CoPR...Oct.2014 all counts "withdrawn" by court...Nov.2014 submitted to CIC (via email) court documents showing withdrawal of charges as per advice(email) by CIC in order to lift the hold-status on my PR application!
I am wondering now, why would it take this long, like 4 months now to issue back my CoPR!
Any of you guys here have the same predicament?!

This is a normal time I think. I am not sure about how thing work here as recently migrated but when I was in States, back there my friend had a DUI and hired a good Los Angeles DUI lawyer but it took time to get everything out in his favor but here I think it will take around 4 months or so.
