For PNP, you sign a statement saying that you intend to settle in your PNP province. When you land, you should land in your PNP province or with a transfer ticket taking you there. You should give an address in your PNP province. If you do not intend to settle in your PNP province at the time you land, you would be guilty of misrepresentation. If immigration believes that you do not intend to settle when you land, they can delay your PR and make you go to your local PNP office to clear up your intentions. If the PNP office withdraws their nomination of you, you can lose your PR. Therefore, you should land in your PNP province and stay there for a few months to show your good intentions, even if you later end up going somewhere else.
