Effective today, doesn't say change of course but only when changing learning institutions.
Actually it states on the site that it was effective November 8. This ends people taking one year back to back diplomas

Can you kindly post the link where this rule is stated that you must apply for a new study permit if you are already in Canada and want to change program within the same DLI.

That’s what I think as well. Because the link you posted says “If you’re moving in between post-secondary levels at the same DLI
You can keep studying at your DLI with your current study permit as long as you still meet your study permit conditions.”
 
Program changes are actively discouraged. Any program changes are subject to seat availability. No program changes are allowed after a student has arrived in Canada. Change of campus or location is not allowed.

So that is their own policy. So yes you would need new study permit it seems

So it means I can't change courses ? After first semester?
 
You can still send an email or call even if not yet a student. If planning on changing, and you don’t have permit then withdraw and start over.

Call the school and ask. Why apply for a study permit for a program that you didn’t even intend to complete? You need admissions to the program.
