Their process is over since they've got their visas, divorce doesn't change anything in process itself.
Good thing is that she is a PA and she must land first, the rest of the family can come with her or later. So, if he used her just to get his visa she has two options - not go at all if he refuses to let her take the children, so he wan't be able to use his PR visa (Canadians want let him enter the country). The other option depends on the laws of the country they live in (as I realised, it is one of the muslim countries where law is not on the side of women), she can wait for the divorce to get the custody of children and then try to negotiate with ex about landing. Deadline to enter Canada is one year from medicals.
There is, also, a third option which is against the law - she can just go and land with her children if the law of her country allows hes to cross the country border with children without other parent's permission (that is the case in countries which put children in parent's passports). That would be a kind of kidnapping.
There is, also, one thing I don't understand - he threw her and their children out of the house and now he won't let her take the kids?
