No one knows. Unlikely to come down to that level in the near future given that lowest cutoff so far was 453.

Going by the past ITA trends and the current scenario (impending elections, oil prices etc), the conditions aren't conducive for all of us below the 400 mark. Is this 2,80,000 for EE only? And what exactly does this number stand for? Total number of people to be granted PR (i.e. landing at a PoE)? What is the logic that it wont come to even 300 to accommodate the remaining 2,70,000 ?? (if they are serious about the 280000 target)

Out of 280k, 130k will come from FSW, FST, CEC, of which many of them are applied in 2014 under old rules (remember they take 14 months for CEC to process) and a few will come from earlier parts of this year under EE system.
Based on the fact that 2 months max to apply after ITA, 6 month process time, and 6 month max to land, only people received ITA Feb thru June will land in 2015, thus be included in the 130k target of 2015.
We will not know the 2016 target until CIC reports to the parliament (I believe it's in November of every year)
I would think the chances are quite remote at this point. There will be thousands of 700+ candidates entering the EE pool in the coming months with the new OOPNP (plus other PNP's and LMIA's). It's possible there may not even be another draw below the 600s.
