Chances of getting visa after 2 refusals?

Help me and many other persons who have faced rejection twice with the same reason. Is their any chance of getting visa if a person lodge his file again after analysing CAIPS NOTES.

please apply for caips notes you will receive in 30days then you can apply next intake filling all they issues .the success rate is more when you full fill the exact reasons mentioned by VO

I am planning for 2018 may intake and thinking of to skip jan inatke as if VO report says my ielts band are less than required i will have to give ielts again.

Apply for caips, people are getting visa even in 4th attempt.
Never loose hope.
Try to improve your ielts and try to find out valid reasons for your low scores in graduation.
After getting caips, try to make a good sop, and you can get visa.
