In India 2nd stage has not started yet. Then how will he receive a rejection? I think the AIP that the student from India received was a glitch. So might not have been his decision. They might have sent the actual decision as refusal after sending the glitch AIP.
Just my thoughts.
And the students from Pakiston have lodged their visa in March in Abu Dhabi where VFS was still open and running. They might have decided on their application during that time and the students should not have received their AIPs as there was a mismatch in decisions between Edmonton and Abu Dhabi.
