Would welcome comments about my case situation in the given scenario. I applied on March 30, 2010 to CIO, on May 17, 2010 I had the whole application pack returned to me with a letter stating that my credit card could not be charged and I should reapply using some other channel for fee payment. I sent in my application again via DHL enclosing DD this time, which was received on June 10, 2010 as per DHL`s acknowledgement. Still the DD is not encashed. What are my chances of getting affected by new rules? My NOC 0111 is not there in new list..
