Do we need to get these documents to be done as certified true copies before sending it to them?

If they are in french or english no you do not need, just a copy is enough.

What about the "official" transcripts for language proficiency? Do they need to be in a signed and sealed envelope?

Follow what the application guide said, I sent mine just a copy of transcripts and added to my application. No need to be in sealed envelope.Just make sure your transcripts are in french or english.
