I would like to share my experience with both IELTS and CELPIP.
I took the test in a short period. Around two months between them.
For the IELTS my grades were:
CLB 10 Reading
CLB 10 Speaking
CLB 7 listening
CLB 8 Writing
For CELPIP
CLB 11 reading
CLB 7 speaking
CLB 11 listening
CLB 8 writing
Although not reflected in the grades, the writing section was easier in CELPIP.
I found speaking part in IELTS easier as you talk to a person and not to a machine, also you will be in a quite enviroment, in contrast to CELPIP where every one is taking through the microphones at the same time.
Listening is way easier in CELPIP as you will always have options to choose from, where in IELTS this is not always the case. Same applies for the reading section.
If your point of weakness is speaking then I recommend IELTS, otherwise go for CELPIP.
