7 in each band correspond to CLB 7.

Not sure what you mean. There's no separate category for PGWP. Do you mean CEC?

The requirements for CEC are:

At least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply

CLB 7 for NOC A or CLB 5 for NOC B
