I have a simple cel phone bought in China. Is it possible to buy a new SIM card and use the phone in Canada?

Second, I want to pay as I use the phone, not be locked into a monthly plan where I pay whether I use the phone or not. Is this type of plan available?

1. Yes, if it is unlocked and works on GSM-850 and GSM-1900
2. All companies have Payasyou Go.

1. I use Rogers pay as you go for a phone that I don't use very much. I pay $100 which is good for a year, rather than the monthly top up.
