No one can estimate how long more it’s going to take to reach our final decisions. I wasn’t worried about the updates on processing times. But I am very concerned about the steep decline in cases being processed (<46 a day) for CEC.
If you don’t want to jeopardize your situation in September, and you meet all the requirements (R10 met and living outside Québec), I would recommend going for BOWP. If you get your PR before, great, if you don’t, you’ll still have a 2 year work permit. Which is supposedly enough for IRCC to wakeup and make a decision (paraphrasing Minister Fraser’s statement). I also recently applied myself and for my family even though my situation is more complicated being in Québec on a close work permit, but I had a new job offer outside Québec so it was worth a try
if you can recive PR before the BOWP aprroval, you can cancel the BOWP application and they should return your application Fee. Or you can ask your current company to extend your current LMIA WP, they should do it for you free.

This is exactly what I thought. I don't know why @Jgolbel says I'm not eligible, my lawyer said I am, so I will go for it. I don't really think I would get my money back, and if the PR isn't approved once I get the BOWP approved, at least I am free to switch jobs and start making more money. I got LMIA but was offered a very low wage so any chance to improve my situation, either through PR or a BOWP is welcome, therefore extending my LMIA is not really an option for me.
I am indeed outside Quebec and meet all the requirements, my only concern in the 5 month processing time for the permit, but then again, who knows when our PRs will be approved so I better cover my bases and apply for the open permit as well.

I don't know how it worked, but I called IRCC and even though there's an 83 minute wait time, I'm in the queue to speak to an agent!
It took 5 tries this time, I've called before over 20 times with no luck. Hopefully I have an update if/when I speak to an agent.

You’re welcome. I think you’ll still be considered « implied status » or « maintained status » while your BOWP is being processed, so I don’t see why you won’t be able to continue working? But if you’re still on hold, ask the agent if you can continue working while waiting for BOWP, because I received a letter after my BOWP submission which says I can continue working for a certain period (September in my case), where as, my WP is valid until October. lol
