you don't actually have to choose, you can do both if you have the resources...

Ontario PNP will cost more ($1000-1500 more, depending where you live; this is the Ontario application fee). The application is also more complicated; assuming you're talking about employment-based PNP, your employer has to first apply to the Ontario Program; if your employer is approved, you have to first apply to the Ontario program, then to CIC; the 2-stage process can take a long time, but I believe that once you submit to CIC, PNP applications are processed relatively quickly. The other benefit of PNP is that once you receive approval at the first stage (provinicial), you should be able to get a new work permit without an LMO (If that is a concern). But i is also precarious - if you lose the job offer, ou lose your eligibility...

The Ontario PNP also has programs for students graduating with Masters/PhDs...

CEC is easier and costs less, probably faster overall, but you have to be very careful about making sure you meet the eligibiliy criteria.

For you the PNP would probably be better if you can afford the extra $1500 application fee. You can apply as early as your last semester. Read through this to be sure your program qualifies -

can i start work the next day after completion of my diploma or i have to wait for open work permit,,,,,
and how long it wud take to get open work permit
and is the necessary to apply for the open work permit right away after the completion of the studies
and can we go for vactions to our homecountry after the study completion or should go after receiving work permit
and wat should be added in benefits,wages etc

You cannot work without a work permit. You can apply for a PGWP.

the last time i checked (2 years ago) the CIC website on this issue, you have about 3 months after you finish school to apply for the PGWP.
 
so that means,,,i can do a job on off campus work permit that allow us to work for 20 hrs during studies and 40 hrs during break,,,until i get pgwp?
