For the Ontario student do u think they should move other provience to apply PNP
Or keep staying Toronto to get experience and apply Cec

PNP in Ontario is very easy, if you are in student stream.
But you have to make sure your employer is approved + your employer is willing to provide all the necessary documents for your immigration.

If you have the required 1 year full time work exp with a valid NOC, i think CEC is your best option.

I do believe it is up to you, as we do not know anything about you.

i am not sure what kind of papers my emlployer need to show to immigration

if it is too much private matter then may be my employer not happy to show

If your employer is ready to pay for all the legal fees, yes - get in touch with an immigration lawyer ( i repeat a lawyer, not consultant) and let the lawyer handle everything.

If its going to go from your own pocket, i suggest you do the homework yourself. You have all the information available here.
