I just get over a call with a very nice agent. He told me everything is good and VO wrote a note "appear to be ready" in my file yesterday. So it can be anytime now.

It depends on agent I guess . The one answered my phone is very nice. I told him it almost has been 19 months and asked for the latest update made in my application

They are not transferring me to an agent the recorded message says they are receiving high volume of calls and line drops ???

Keep trying,, I tried 4 times from 8 am, but finally my call went through at 1:20 pm(EST)
The agent was really nice and looked into my file, but gave me disturbing news.
Anyways, but thanks to that agent for atleast checking my file

Is COPR sent by e-mail or normal mail by Canada Post?

I am nearly the exact dates as you I just paid the fee a week earlier. I am from visa exempt country so I am hoping my COPR is in my mailbox at home

Correct, if you've received the RPRF request email, you won't receive another email from them. You *may* receive an email asking to confirm your address before they send out your COPR, but not everyone receives that, I personally didn't.
