No, their target was 12,000 to 15,000 permanent residents through the CEC, not applications processed. There's a difference. A principal applicant in the CEC may have a spouse and 2 children. That's 4 permanent residents from only 1 CEC application. The targets reflect the number of PRs.

Good point, if we agree that 12,000 to 15,000 is target with Spouse and Children then in 2013 it's total of 7651 includes principal, spouse and children. Then the question arised the 4567/ 8000 which we are being comuincated includes the Principal, Spouse and Children ?. Can you please thorugh light on this too.. :)

I also heard another person got the refusal email. In another thread. I think theres no point debating over this.
lets get over it and prepare for EE.

[/qI’m in full agreement everything is pure speculative and CIC joined the secrecy society. For now we assume the worst and focus on EE. October applicants are on the worst pivot point ever. Its all 50/50 rule. This may not be a bad thing as it (according to CIC) will go substantially faster. For me the inconvenience of redoing new English and police certificates coupled with the costs is worth the effort if it goes under 6 months. I guess it would resolve visa issues allot faster and may be beneficial to us all in the long term. uote]

One thing I did notice that if you are constant in your jobs eg. NOC0714 current job in Canada and I have been in same position last 10 years in other countries it ups your scoring by 50 points. So it may be a good thing to look at this and fill in the work experience part properly. I have edited and updated a friends to and he went from 778 to 821 points in one go. My status also changed from CEC only to FSW and CEC so it may be wise to do extra effort.

the refusal letter clearly says, global cap of 8000.
