looks like that.... still waiting july candidates..... hope they will process july applications first

They have a way of sifting candidates into simple/complex applications. If they have to do something hard, they delay it. Basically they are maximizing the applications processed or landed. CEC applicants with simple applications are easiest way to maximize the number of applications processed and landed.

Its called the classic "cover my arse" philosophy in beaurocracy.
