i guess they have started processing August AOR’s , one of my known got portal email but July AOR’s are still pending :(

They have a way of sifting candidates into simple/complex applications. If they have to do something hard, they delay it. Basically they are maximizing the applications processed or landed. CEC applicants with simple applications are easiest way to maximize the number of applications processed and landed.

Its called the classic "cover my arse" philosophy in beaurocracy.
