Hi...There is no missinterpretation...they asked for the RCMP finger printed based.
What is your current immigration status in Canada? Are you in a Work Permit? Have you ever did fingerprint before coming to Canada? They requested my fingerprints two years ago for my work permit application, and now in the PR profile I see the fingerprint file number, and it is still valid. So can I conclude that they won't need RCMP from me?

Yes, I am in a work permit. They didn't ask before when I applied for the WP. So, I think they will be okay with your first RCMP.

EE Profile created: 9th Nov 2018
Invitation received: 15th Nov 2018
Application and documents submitted: 26th Dec 2018
AOR received: 26th Dec 2018
Medical passed: 08th Feb 2019

Current status:
Background check changed: 08th Feb 2019, We are processing your background check. So its IP2 right?

My questions are:

1. On my profile, I can see Biometrics number, Enrolment and Expiry date. So is there any chance of asking for RCMP certificate? at what stage RCMP clearance is usually asked- is it IP1 or IP2?

2. I saw a ghost update on 17th Feb 2019, current status changed to "Updated" but after 2 days it changed back to "Submitted". What does it mean?

3. How long does IP2 to PPR takes? When should I expect to get the PPR?

From the information you have provided it seems that you are in IP2 stage.

RCMP may or may not be asked but its recommended that you add it to avoid any delays or additional request.

Ghost updates with no changes can be a good sign if you are already IP2.

Watch out for your emails and if possible whitelist all emails coming from cic.gc.ca
