Its the same, Initially the PCC i submitted with my application, I asked my parents in India to get it and send, last week I sent a new PCC , that also my parents got it in india and sent.

If you are from Delhi, You can apply everything online and they will email you the PCC, they dont issue any more on paper PCC's

I am from south india. yesterday cic requested me to send PCC from india. this BLS stuff is really confusing and nothing was clear. so i should ask my parents to apply PCC on my behalf.. can u explain the process how ur parents applied PCC while ur in canada?

MR means that you have passed the first eligibility review by the analyst (junior VO) and than your case is transferred to a senior VO which will asses all the recommendations passed by the analyst.

Yes, they can because it is the senior VO who has to make the final call. But, the probability of getting refused after MR is next to zero. Sometime they can contact your employer and ask for ore documents even after RPRF request so that they can make the final decision.
