I am not sure if this is helpful at all but I am posting the information anyway.
Just got off the phone with CIC call centre agent asking if it was better to get CIC refund my RPRF because of that error email. The agent said that I was entitled to get a refund right away but told me that I would have to pay anyway during the course of my application. I asked him what other factor could indicate that the process was completed, given that I already have upfront medicals and RPRF. He asked me to check the application status on ECAS in May 2016.

Timeline
Aug 28th-app received
Jan 8th- AOR received
Jan 2016- upfront "Meds received" updated on ECAS
Jan 18th- the RPRF fiasco

August 18 applicant just received MR.

congratulations. i hope we receive ours soon enough as well..

any one has any idea how visa officers work on the applications? I mean they do day by day as 1-10 or 20 officers working on 18th August applications today and once they are completed in terms of eligibility/MR, they proceed with 19th or it is like file per officer or something else? I know it is kinda speculative but I try to figure out when end August applicant will possibly receive their MR requests. I would like to convince my self not to check emails/ecacs/forums in every 5 minutes.

Just called CIC, the agent told me the processing time for old CEC applications is now 21 months from the time the received the application :(
They have been internally informed, however the website is not updated...
I am Aug 11 applicant and my eligibility still in process as she mentioned
Feeling so desperate now :'(

To put things into perspective:

Not all June applicants have received MR
Not all July applicants have received MR
Some September applicants have received MR
Some October applicants have received MR

This should give you an idea how topsy turvy this process is.

Yah every case are different and it also depends on the VO assigned to your case as well. And please never bother to dial the call the center asking about the processing time, they know nothing! And why do we even care? They can change it to 21 YEARs if they want to..... LOL

I'm seeing some Aug 2014 people are getting PCC request even though they supplied one during the application submission. If someone didn't leave Canada since the application was submitted, will CIC still ask for PCC? I'm on WP and expiring in less than 5 months. If I'm requested for PCC again, how do I obtain one since our country's consulate in Canada doesn't issue PCC unless you have WP valid at least for 6 months?

they better say 21 years as processing time, at least we keep our mind undistracted in this way. Total processing time was 11 months when I sent my application back in august 2015, actually the relatively shorter processing time was the reason we have chosen this program. unfortunately we have nothing to do other than waiting..

One interesting thing to point out is that recent update for old CEC applicants are all posted after 9:00pm.

Not sure if CIC work that late? Or they have shipped our file overseas visa office, i hope its the latter as it means there is whole new bunch of ppl are working on our files now. This may speed up our process as Ottawa staf are realy focusing on EE, refugees and PNP right now.

Hey Pearl1

I have got my PCC lately from India. Your parents just have to fill a form and give some IDs (Adhar car, PP copy) and your pictures and they have to go to local SSP office and they will issue the PCC for you. Thanks.
