if I understood his case
He applied for PR and sent BOWP Before receiving AOR. that's why his application was rejected.

BOWP is given to people who has an immigration application in process. AOR is the proof that there is an application in process. it is when your application in given a number after being assessed that the requirements are met.

the AOR is the eligibility check. CIC send you AOR to confirm that applicant has met the requirements and he is eligible to apply for PR.
Exactly...how can one expect a BOWP without AOR.

u can take the new job you are in implied status.

Below is the email from CIC confirming that implied status means you are keeping same conditions :

Implied status - Temporary resident

If you send your application for an extension of your authorization to remain in Canada at the latest on the expiry date of your status, you will be considered in status as a temporary resident (TR) until a decision is made on the application. That is known as an implied status as a TR.

If you apply for renewal of your work or study permit and your permit expires before a decision is made, you have the right to continue working or studying under the same conditions until a decision is made on the application as long as you remain in Canada.

If you leave Canada while under implied status, you may be authorized to re-enter Canada:
•As a TR, if your application to extend your stay has not yet been approved*. This applies to you, among other things, if: ◦you are temporary resident visa (TRV) exempt,
◦you hold a valid multiple-entry visa or you have travelled only to the United States** and/or St.Pierre and Miquelon and return to Canada before your status as a visitor, student or worker expires; and
◦the officer at the port of entry is satisfied that you have sufficient means of support,

•As a worker or student, if the officer determines that your application to extend your work/study permit was approved while you were outside Canada, or

but his post suggests that BOWP was applied in sept 2015 and rejected in dec 2015. he is an april 2014 applicant.

I saw that post Pearl1, that is one of the cases, we dont know if the applicant missed some documents and the rejection reason was : Not Eligible. Sometimes, CIC gives rejection reasons that are not even applicable. In most of the cases, I've seen BOWP getting approved based only on AOR for all the 2014 applicants. I spent a week when this update came, I called my Lawyers (two of them) and CIC and finally it was concluded that CIC will issue BOWP based only on AOR for applicants prior to Jan 2015. So don't worry. Moreover, as the processing times are 132 days, by the time your BOWP application gets processed, you might get the PR approved or atleast near to completion.

I wish CIC would try to keep the BOWP processing time below 120 days (<4 months). Cant renew OHIP or some other Gov benefits in implied status , need a valid Work Permit :(

but as the agent said that note says nothing can be done until 4th july and no updates for me, do you think it is a good idea to go for gcms now ? so far i have seen none of the august applicants got any new info from gcms

if your actual work permit is open you can change, if not then u can not unless the new employer sponsors you

You can request them, there's no harm in that, last time even after I got my MR, when I got my GCMS notes, my MR was not mentioned in my GCMS notes, sometimes it seems they are processing the applications but not updating GCMS at the same time.

Between your comment and Teb's, I am a lot more confident. So many people post vague statements about their cases and it causes a lot of confusion, so thank you. I am currently awaiting a decision on my second application for BOWP. I'm an Aug 2014 applicant. Got the first BOWP last Jan for myself and spouse. I applied Oct 27 and will be on implied status after this weekend, I am very hopeful.
