My Eligibility is still under reviewing. Not sure why it takes longer than others'. Anyone from first week of Sep is in the same stage as me?

One of my friend got GU and his AOR is Sep 06; CPC is Ottawa. Apparently additional documents status got changed to not applicable and on same day he's got request to pay RPRF. Is this sign of passing the eligibility?
