I guess they are really slow.
Do you know what eligibility passed means when BG check is not even started? Is it a positive sign or still at state of anything can happen?

Just called an agent ,they mentioned that Eligibility-Not Started, Background check in Progress ,VO-Montreal.Below is my Timeline,any Idea how long it will take for these 2 steps to be completed. It's been 3 months the Background check is in the same status.
ITA -Feb 13th
Aor- APr 28th
Medicals-Jun 2nd
Background: "Processing....."
Eligibility not started

my vo is montreal too. only criminality passed, info sharing in process, eligibility not started. AOR 9april. same status from last 2 mnths.

Hey I got the same status, eligibility and criminality passed while background and security not started. VO Edmonton. Whats your VO? Hope the best for all of us!
