Well there is a whole bunch of people in between Phd and Tier II college. What's wrong with Tier II college anyway? I believe it wasn't mentioned anywhere that International Students DESERVE a job, it was just said that it's hard to compete with Canadians and it's hard to land a NOC approved job within first year of graduation. That being said, I know a lot of white Canadians that were stuggling with getting a job for a first year after graduation in Toronto. Toronto job market is not based on skills only, but also what community you belong to and who you know.
It would be a perfect world if we all got goods proportional to our deeds, but it is not always the case.
