There is an option on the CIC of each office called "Case Specific Enquiry". Do they really reply to an inquiry?

Yes, the New Delhi office does reply, albeit after a long gap. I checked with them twice and both times they replied back after about 3 weeks. The first time, the snail mail had come in by the time they replied and the second time, I'm still waiting for the snail mail.

Yes. They do reply to questions sent by email. But I dont think they will answer the same query more than once.
