Case rejected on account of fraudulent degree in 2002 - can apply again?

Respected senior members and Consultants;

Good day.

I have applied for immigration in 1996 in high commission srilanka and my case was rejected on account of fake diploma in the year 2001 (don't want to go into the discussion as to how i was enticed by some friends and a fraudulent agent to apply for immigration based on fake educational credentials that the agent has arranged himself).
I continue to strive and acquired genuine professional qualification and has worked/am working for blue chip multinationals for the last 12 years.
I have recently applied in EXPRESS ENTRY Stream and hopeful to get through soon. Following are my question(s) for reverend senior members to throw some light as to the legitimacy and chance of getting through:
1- Do immigration dept. keep the record of such refusals pertaining to more than past 10 years?
2- If am invited to apply, shall I disclose this fact in the visa application that my case has already been rejected years ago, on account of fake educational credential ?
3- What are the chances of not being refused, if I tell them all the truth about previous refusal in 2001? Is it worth trying or shall I drop it here and won’t apply.

My thought on this would be to create your EE profile. Once invited, provide required supporting documents along with previous refusal.

It would make a negative impact if they find out about it from their end but it's different when you have given them the information already. CIC will always appreciate that you are aware of your situation and provided them all the correct information and there's no misrepresentation.

Even in their refusal letters, they always encourage individuals to reapply, then why not? Stay positive, put extra efforts to your application and way you go!!

Again, these are my thoughts! Wait for the advise of experts/seniors here!!

They usually keep the record just to make sure the new case is not fraudulent as well. Just make sure to support you new case with all evidence.
