Permanent AOR (PAOR) means that IRCC have begun processing your application. Typically the next step after this is biometrics request (BIL) and / or medical request

After this you are able to link your application with online account

Good point, you are correct. Once you have PAOR you can link it with your GCKey account

I also received POAR on 14 Nov.2021
