Can't have BC MSP unless PR card arrives?

My parents became pr and landed in BC last October. They enrolled for MSP, went to ICBC and applied for bc service card. MSP coverage is supposed to start from January 1st. But received a letter from bc msp that enrollment is not complete. I'm guessing it's because they haven't received their PR card yet.

Their third party insurance expired because MSP is supposed to start from January. Can anyone guide through the process? Called bc msp and they said copr would be enough which is apparently not!

Are you sure you need a PR card ? I mean the confirmation is technically a legal proof.

In Ontario, I got my health card without the PR card, because they’re smart enough to understand that a lot of people are not getting their PR cards on time.

That's what icbc told. They need a government approved photo id beside passport.

BC does appear to be by far the strictest province on this, so not sure what can be done.

I thought that BC like other provinces basically accepted the (stamped at border) COPR as acceptable for the first year, but I'm not up to date. (Problem for those in BC is will require PR card for those years later ...)

Anyway just to flag it is more strict than most other provinces.

AS someone who has gone through this, here are my suggestions and comments:

1. You will NOT get a BC Services Card or DL (photo ID) without a physical PR Card.
2. Temporary Insurance (MSP) should be conditional, pending the receipt of the PR Card - collect anything you have from IRCC showing PR Cards in process, when submitted, or anything, and call MSP [Health Insurance BC] tell them you need temporary coverage until you receive your cards - which are delayed. [You will probably go to a Level II/III specialist]. Ask if you can provide any/all documentation you have [you should be able to make updates to an existing account online, with those documents]. Make note of the submission [confirmation #] and also take the name of person spoken to and date/time etc...
3. Contact your MLA [provincial leader in your riding]. Fill out a release form, so they can advocate on your behalf. Explain the situation, what you need, and also the information from item #2, and ask if they can help you get temporary MSP until card arrives.

There are many residents that spend a lot of time abroad which is why they are so strict.

What did you do to get the temporary coverage? What is the process? Also, did your parents end up getting a BC service card before their physical PR cards arrived? I'm going to land in BC next month and pretty sure my PR card will take at least 3 months. Would really appreciate any tips on this.

What is your exact situation? BC tends to be pretty flexible when it comes to is during MSP as long as you meet your residency requirement as a PR.
