Ok, he'll have his SSN applied for by the hospital and his birth certificate as well and once I have those I can get a passport once I get them in the mail.

If you do use the kid US passport, may sure to copy page 27 of US passport as well with the 1st page with ID pic. When you get US passport, read the first page and it will say "refer to page 27" under endorsement.

CIC later contacted me asking me to supply page 27 before issuing certificate when I applied the first time. For the second child, I didn't repeat the mistake of not copying page 27.

The form is a generic form. So it can be applied to all foreign passports. So when I submitted the front page of US passport, CIC asked later to submit page 27. I was puzzled why page 27 until I looked at the first page of US passport under "endorsement" "see page 27". I guess CIC wanted to see what's on page 27. It's an empty page.
