Hi did you get reply for this post? I am in similar situation and I don't have any ID cards for my kids other than birth certificate. So how to proceed with application with only birth certificate?

But we have to select 2 options before submitting application for ID cards section. One option is can select as explanation letter , other option can I select "government issued ID card" and for that option can I upload birth certificate?

you could upload birth certificate. But there’s already another option to upload birth certificate, from what I can recollect.
You could re-upload the same explanation letter.
