Just write a letter of explanation saying you don’t have any id cards.

But we have to select 2 options before submitting application for ID cards section. One option is can select as explanation letter , other option can I select "government issued ID card" and for that option can I upload birth certificate?

you could upload birth certificate. But there’s already another option to upload birth certificate, from what I can recollect.
You could re-upload the same explanation letter.

Ok, I applied for my daughter's citizenship certificate on 13th March 2024. I received it today on 16th March 2024. If anyone needs more info, let me know and I can help.

Hi, contact your region's FRRO by email. Let them know of your child's birth. They will most likely ask you to apply with child's Canadian passport. Ask them specifically about the way to avoid the penalty. If you need to talk further, leave your number in DM.
