Complete and utter BS. There is no Canadian Home Office. There is no Canadian Family Health Card. It is all provincial. There is no health card issued before you come to Canada. You must apply for it when you get to Canada in the province you are living. You must prove that you live in this province. Depending on the province, you may have to wait 3 months before you get the health card. You can find the information for Quebec here: http://www.ramq.gouv.qc.ca/en/citoyens/assurancemaladie/arriver/ext_can.shtml It does not cost anything to get a health card in any province in Canada.
