I am a Canadian (born) and an American Citizen (naturalized) living in the US. I have been married to a US Citizen for 11 years and have a 9 year old daughter. We want to move to Alberta to be with my ailing father and the rest of my family. We will move there to live with my parents until I get a job and I am wondering what application and if my husband will need additional sponsorship for his application. Also, should we move and then apply or apply and wait to move.

If you have the choice, and it doesn't make much difference to your plans, it is generally preferred that you apply before you move. It's possible he could "visit" Canada while the application is in process but you have to be a bit careful how you go about it (he can't "move" until he receives PR status).

In addition, you should get your daughter's proof of Canadian citizenship/passport if you don't already have that.

Do I need to include her on the sponsor application as a dependent if she is eligible for a passport and we are going to get one?

Since you are a Canadian citizen, that means your daughter is also a Canadian citizen. Because of that, you literally can not sponsor her - she doesn't qualify. So you shouldn't include her as a dependent. As a citizen, she can get a Canadian passport, though I'm not sure about what the procedure is for it.
