Canada work permit applied in UAE Abudhabi 2019

A lot of agencies in Dubai are now approaching us by saying they can do LMIA program. Is there any truth in that?
I went and talked to them and they told me they would do everything, They told me the charge was thirty thousand dirhams but they told me to pay it only after I arrived in Canada.
It would be nice if someone could answer whether this is a scam or not?

PPR received: 19th October.
VO : Abu Dhabi.

It was a very long wait, but this forum kept me going, good luck to every1 waiting for PPR.

I applied for LMIA Exempt WP from VFS Abu Dhabi on Jan 23rd 2020
last update I received a letter from the IRCC Abudhabi requesting a letter from the employer to confirm if the employment offer is still valid
no update after that

I also put a paper-based application for PR in Feb and received PAL in August. after that no updates

anybody with a similar timeline or if someone could guide where does it go from here?
