I hear you and I agree on all your points, I am one of the many disappointed in delays, I was hoping I would be reunited with my husband by now but two years later we are still miles apart. I also checked the WHOIS on the site and it's from someone in Ottawa so I am not concerned (you could even email the site registrant if you have questions, spam sites tend not to have an email or be listed in Canada). Yes the site is not a .gc.ca site which means it is independant from the canadian government. Of course this is obvious whenever you try to click a link it warns you are leaving the site.

It is important. We should put a special message icon on the whole thread to keep it at the top. People come here to vent their frustration, and CIC doesn't have a clue. Now here's a chance to actually have them read about your experiences and feelings - even if CIC disregards our input, we need to at least take this opportunity to leave it.

This is a legitimate questionnaire. Members of the Canadian Bar Association and Immigration Consultants of Canada Regulatory Council have been asked to participate in this as well as other stakeholders and interested Canadians. In November of every year, the report on immigration is delivered to Parliament as well as projections for levels of immigration for the upcoming year. The results of the response to this questionnaire will contribute to the research used to determine new levels.
 
I did the survey last night, it's good to see that they are looking for input on how to execute immigration practices.
 
CIC already knows that they need more staff in the visa offices that have a long processing times. They know citizens who are paying tax dollars are upset with the amount of time it takes for family reunification. The input their seeking is to show that they have done consultations and to buy more time. The longer the survey the fewer people complete it which is good news.
